A Minimum of 1 -2 years’ experience post qualification. COMPETENCIES: Knowledge National Building Standards Act of 1977, Regulations and Municipal Regulations. Promotion of Access to Information Act of 2000. Promotion of Administrative Justice Act of 2000. Government Immovable Asset Management Act of 2007. Occupational Health and Safety Act of 1993 and Regulations. Health Act, Regulations and Guidelines pertaining to infrastructure. SKILLS-Analytical, thinking, Research, Computer utilisation, Policy formulation, Interpretation of statutes and policies, financial management, Customer relationship management, Performance management, Adaptability during changes to meet goals. DutiesReceives work-orders from the client departments and DID for implementation through a computerized maintenance management system. Assesses the urgency of the defects for correct allocation (whether an emergency, which chief artisan trade is required or repeat).Allocates work order or defect to appropriate Chief Artisan trade. Receives work-orders from chief artisans and checks if root cause analysis done correctly, materials allocations correct, materials availability in stores & whether the hospital still has a budget allocation). Authorises the dispatch of materials from the stores. Monitors and reports on the performance of chief artisans & artisans and escalates disciplinary issues to regional head or resident engineer. Identifies the need for training for specific artisans. Attend planner’s maintenance forums and meetings. Initiates a purchase requisition in SAP to call-out framework contractors. Processes time claims, call-out claims are signed off by chief artisans/inspectors and updates on the computerised maintenance management system. Collects and submit contractor performance history to the framework contracts manager. Compiles daily reports on backlogs & non-performance and report to regional head and maintenance hub. Compiles a weekly technical and budget/expenditure report for the FMU/CEO of facilities. Compiles a monthly report on productive/ unproductive hours for artisans/chief artisans. Operates the CMMS. Validates that CMMS is fully operational for the DID staff & Client. Reports all CMMS performance defects to ICT. Report periodically to the regional head on maintenance performance of the regional hubs and maintenance personnel.
