Deputy Director- Human Resource Information Directorate Human Resources Planning, Reporting and Employee Wellbeing PackageR 733 257.00 per annum (All-inclusive package). Requirements National Diploma (NQF 6) / Degree (NQF 7) in Human Resources Management / Industrial Relations / Industrial Psychology / Public Administration/Management or Social Science as recognised by SAQA. A minimum of 5 Years’ experience in the Human Resource Information and Staff Establishment environment of which 3 years must be at a junior managerial level. PERSAL Certificate and PERSAL Establishment Administration Certificate are a prerequisite. Certificate in SAP Human Capital Management (HCM) will be an added advantage. A valid driver’s Licence. COMPETENCIES: Knowledge of the Public Service Act, Public Service Regulations, GPG and DID policies and procedures, Guide on Transformation and Restructuring: Human Resources. SKILLS: Strategic and operational planning, Knowledge management, Facilitation, Advanced Computer literacy, Excel, Report writing, Analytical, Problem Solving, People management. ATTRIBUTES: Flexible and change oriented, Team worker, Proactive, Quality-oriented, People-oriented. Duties Manage, monitor and administer PERSAL establishment within the department. Quality assure and approve all establishment transactions on HR systems. Perform regular audits to ensure compliance to policies, directives, personnel budget with the approved structure. Manage placement of employees on PERSAL staff establishment aligned to the approved post establishment. Manage the loading of the approved structure on PERSAL. Facilitate creation, abolishment and conversion of posts in conjunction with Organisational Design Unit. Facilitate creation and amendments of job titles, occupational classifications, post details, pay points and objective and responsibility codes. Compile templates of PERSAL reports of all appointments, promotions, transfers, probations and resignations. Manage maintenance and accuracy of employee data for reporting and distribution. Manage development, updating and submission of monthly and quarterly staff establishment statistics. Provide SAP management and facilitate SAP training for HR. Manage HR communications of internal circulars including PSCBC and DPSA directives. Sign performance agreements for the unit based on approved Job Descriptions. Strategic and Annual Performance Plans of the Department. Manage human resources in the unit and maintain discipline. Manage training and development of personnel according to agreed training interventions. Manage the provision of equipment required by personnel for achievement of outputs in their respective Job Descriptions. Provide regular verbal and written feedback aligned to quarterly performance assessments to personnel on performance. Mentor and coach personnel. Develop and update the service delivery and work plan for the Unit. Provide sufficient guidance to personnel in terms of the service delivery plan, work plans, core business roles and priorities of the Department through quarterly personnel meetings. Manage skills transfer between personnel in the unit and outside technical assistants and/or consultants. Plan and allocate work responsibilities and processes to control work performance including quality assurance.
