INTERNAL AUDITOR


The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery
Distribution Trust Fund (NLDTF). Suitably qualified prospective candidates who are South African citizens are invited to submit their applications to fill the position listed below. INTERNAL AUDIT & ADVISORY SERVICES DIVISION

PURPOSE OF THE JOB
The incumbent will be responsible for undertaking audit engagements to assess the adequacy and effectiveness of financial and operational controls within the NLC to ensure that it is in accordance with corporate governance, the PFMA as well as other applicable laws and regulations and to inform the relevant stakeholders on the state of the control environment.

REQUIRED QUALIFICATION

  • Relevant Degree in Internal Auditing
  • Internal Audit Technician (IIA) (SA)
  • Member of the IIA

REQUIRED EXPERIENCE

  • At least 3 years’ experience in internal auditing

KEY DELIVERABLES

  • Develop a comprehensive audit plan outlining the scope, objectives, methodologies, resources, and
    timelines for the audit engagement.
  • Evaluate and document the organisation’s key risks, including identification, analysis, and assessment
    of potential vulnerabilities.
  • Create a detailed audit program specifying the procedures and tests that will be performed during the
    audit, including sampling methods, data sources, and audit tools.
  • Maintain organized and well-documented working papers that include notes, calculations, checklists,
    and supporting evidence gathered during the audit process.
  • Present findings, observations, and any identified deficiencies or non-compliance issues in a structured
    report format. Include clear descriptions of the issues, their significance, and potential impacts.
  • Provide practical and actionable recommendations for addressing the identified issues, improving
    internal controls, and enhancing processes or procedures.
  • Document the management’s responses to the audit findings and recommendations, including action
    plans, timelines, and responsible individuals or departments.
  • Conduct follow-up audits to assess the progress of remediation efforts and confirm that management
    has taken appropriate actions to address identified deficiencies.
  • Quality Assurance and Improvement Program (QAIP) Documentation: Maintain records related to the
    internal audit
  • Assist with the preparation of reports to be distributed and presented to EXCO, NLC Board, Audit
    Committee and the Commissioner
