Johannesburg Water (SOC) Ltd is a wholly owned company of the City of Johannesburg responsible for water and sanitation management services on behalf of the City. The Company was established in 2000 as a municipal entity by the City of Johannesburg. It has an annual turnover of R17.6 bn and employs about 2 800 people. The Company’s core mission is to provide all the people of Johannesburg with access to quality water and sanitation services. This is achieved through: Delivering a professional, sustainable, affordable and cost-effective service. Upgrading services in marginalised areas. Creating a customer-focused culture that responds to the needs of citizens, customers, and business. Valuing and developing its employees to build a sustainable capacity. Safeguarding public health and safety within the CoJ. Preserving natural resources for future generations. Managing assets and leveraging technology. FINANCIAL DIRECTOR: (REF NO: FD / JW2023)
PURPOSE
Ensure long term financial health of Johannesburg Water by participating in all strategies, policies, tactics and projects the organization is embarking on. Drive the emphasis on financial sustainability through effective corporate governance and the provision of integrated business and technology solutions. Provide leadership to ensure the successful implementation of policies and procedures supporting the vision and strategy in relation to Finance, Information Technology, Metering & Revenue and Supply Chain Management.
PRIMARY RESPONSIBILITIES
Align financial strategies/tactics to organisational strategy and develop new strategies when required. Monitor External Auditor’s findings and ensure that the Company consistently achieves unqualified & clean audit. Compile and manage Operating and Capital Expenditure Budget. Manage the relationship with the Auditor General, including the preparation of annual financial statements in line with generally recognized accounting practice, and other applicable legislation. Manage the relationship with various stakeholders both internally and externally. Manage compliance with applicable legislation including the Companies Act, Tax Act and MFMA. Manage compliance to the Company’s procurement policies, practices, and Government Regulations. Ensure that the Company meets BEE targets. Develop and implement IT vision and strategy for the Company, through policy and procedural development. Build strategic IT partnerships with vendors, internal and external customers. •Implement effective risk management measures to mitigate financial and related risks. Promote the development of empowered businesses and SMME’s. Oversee the management and functioning of meter reading and prepaid metering to ensure compliance with by laws and that revenue is generated. Ensure that the Finance and Administration Department adheres to all human resource policies, processes and procedures.
MINIMUM QUALIFICATION REQUIREMENTS
• Bachelor of Accounting Honours Degree (NQF 8) or equivalent
• Professional certification as a Chartered Accountant (CA SA) by the South African Institute of Chartered Accountants (SAICA) or equivalent
MINIMUM WORK EXPEREINCE
• 5 – 8 years management experience, of which 3 years must be executive management within a financial environment.
• Ability to think independently and drive the strategic direction of the Company.
• Experience in preparation of budgets.
• Must meet all National Treasury competency requirements for Senior Managers e.g. Certificate in Management Development for Municipal Finance (CPMD)/Municipal Finance Management Programme (MFMP)/Executive Leadership Municipal Development Programme (ELMDP) OR be eligible to obtain the National Treasury competency requirements within 18 months upon appointment into the position.
• Valid driver’s licence.
