Duties & Responsibilities
Compliance of Site Operations

Ensure that overall compliance of site operations is in line with contractual requirements, legal requirements, regulations, standards and organisational requirements.

Provide updates to relevant managers regarding to changes in legislation and drive action plans required to meet requirements.

Ensure that Legal Compliance Audits are scheduled and ensure all relevant documentation is in place.

Review TFS / Tirasano procedures and make necessary changes. Document and communicate changes to relevant managers, staff, and contractors.

Maintain the site document library.

Compliance of Contractors

Ensure mechanisms are in place for effective performance management and review of sub-contractors.

Review Hard and Soft SLA’s with external service providers and category managers annually.

Implement and manage up to date contractors register with signed SLA’s.

Implementation of Integrated Management System

Responsible for the implementation and upkeep of the Integrated Management System (IMS)

Monitor the efficiency and effectiveness of the IMS to ensure continual improvement of the system.

Report on, monitor, manage and coordinate actions relating to the Corrective Action process.

Implementation of systems, processes, procedures and business improvement goals linked to the IMS.

Drive standardisation of systems and processes at site level.

Ensure that all relevant information pertaining to the IMS system is documented and recorded.

PPP Contract Compliance

Ensure that service outputs are in line with Service Specifications contained in the PPP Agreement.

Check that portfolio managers implement back-to-back SLA’s with subcontractors and suppliers in line with the Service Specifications contained in the PPP Agreement.

Check that portfolio managers have Safety files for all sub-contractors and critical suppliers used on site and that all contract documentation is maintained and updated.

Control, monitor and implement where necessary health and safety files for and with all sub-contractors and critical suppliers used on site and ensure that all contract documentation is maintained and updated, for operation and projects.

Compliance with ISO 9001; 14001 and 45001 Requirements

Adhere to the TFS’s Safety, Health, Environmental and Quality (SHEQ) Management System’s Policies & Procedures as applicable to this position.

Establish a Self-Audit Program to be used at site level to ensure compliance with the standards and any other applicable legal requirements.

Drive management plans to ensure that all Health and Safety, Quality and Environmental Objectives and Targets set are achieved.

Ensure that Operational Risks, Health and Safety Risks Environmental Aspects and Impacts are documented and reviewed annually or when changes occur in the operations.

Manage and lead all site (internal/external) compliance audits to drive desired compliance against the Standards.

Ensure staff are provided with the necessary mentoring and training on an ongoing basis to ensure competencies required on site are in place (Induction and site orientation, emergency preparedness training, toolbox talks, safe operating procedures and on the job training)

Ensure all sub-contractors and critical suppliers used on site are provided with the necessary mentoring and training on an ongoing basis to ensure competencies required on site are in place (Induction and site orientation, emergency preparedness training).

Ad Hoc

Follow any reasonable action requested by management.

Skills and Competencies

Good understanding and knowledge of Service Level Agreements

Understanding and implementing requirements of ISO standards relating to Health and Safety, Environmental and Quality

Auditing skills

Legal knowledge pertaining to statutory requirements relevant to the site.

Experience must include the holding of a management position with subordinates.

Qualifications

Grade 12

Relevant Degree / Diploma

Relevant qualification in Health and Safety Management – ie. NEBOSH

5-10 years’ experience in Facilities, Property or Project Management of equivalent knowledge and skills.

To order goods and supplies to ensure that maximum/minimum stock levels are maintained.

To liaise with senior managers on the ordering of goods which fall outside the agreed financial parameters.

To order all items through approved suppliers only, obtaining permission for ordering any items which are only available through an alternate source.

To ensure that goods received are of the quality and quantity ordered and in accordance with the agreed price.

To ensure the timeous and correct completion of all administration in respect of deliveries.

To complete all documentation and take the necessary action in cases of non-delivery, substandard deliveries or over pricing.

To ensure that all items are stored correctly, in terms of temperature, humidity and shelf life and that no food items are stored on the floor.

To ensure correct stock rotation and that issues are effected on a first in, first out basis.

To ensure that all issues are made against requisitions and that no items leave the storeroom without the appropriate documentation or signature.

To ensure maximum security of all storeroom areas, that no unauthorised person enters the stores or is issued with a key allowing access.

To inform management and follow agreed procedures in the case of spoilage or damage of any item.

To take stock at prescribed intervals and ensure that all necessary administration is completed without delay.

To attend meetings or training courses as required.

Assist in debt collection as and when required

Ensuring that the submission of invoices for payment to client is done timeously, as required

To assist in ensuring that the P&L is properly managed

May be required to assist with any other duties that may be outside scope of responsibility

Report and assist Project Manager on project functions include – site management, risk control management etc.
