Job Title: Senior Vetting Investigator
Reporting Line: Manager: Protection Services
Overall Job Purpose: To manage the execution of vetting fieldwork investigations within the Council for Geoscience.
KEY RESPONSIBILITIES
- Supervise and conduct vetting field-work investigations:
- Gather relevant information
- Conduct proper analysis and quality check on the information
- Compile and submit reports to management and the State Security Agency on all vetting files and reports completed on a regular basis; and
- Conduct vetting investigations in respect of confidential, secret and top-secret levels
- Provide inputs for the development and implementation of policies, guidelines, norms and standards in vetting investigations:
- Analyze, research and evaluate all vetting-related investigations
- Assist in the development, implementation and maintenance of investigation operating interpreting and applying guidance on the interpretation and application of legislation, policies and procedures.
- Ensure effective communication channels and systems between the CGS and State Security Agency and other related agencies:
- Liaise regularly with State Security Agency (SSA) Domestic and Foreign Branch, South African Police Services, Department of Defence, Home Affairs and other critical stakeholders for advice, assistance and to obtain additional information.
- Establish and promote relationships with external stakeholders, including credit information providers to access information.
- Administer files and partake in task teams dealing with matters related to vetting projects/processes.
- Participation in project and task teams dealing with a variety of subject areas;
- Administer files and reports completed by ensuring quality control and effective and efficient systems and report on all work allocated;
- Advise management during the process of determining personnel suitability for appointment or continued employment in line with the Personnel Suitability Checks (PSC) guidelines; and
- Conduct vetting and security-related research.
- Monitor and ensure proper utilisation and maintenance of equipment;
- Evaluate and monitor the performance appraisal of subordinates;
- Ensure capacity building and training of subordinates;
- Develop job descriptions for subordinates;
- Implement workplace discipline;
- Effective management of sub-ordinates leaves;
- Allocate work;
- Provide inputs on Business Unit Plans /Annual Operation Plans (AOP)/Annual Performance Plans (APP) on a monthly and quarterly basis.
- Provide inputs to the annual spending plans aligned to the business plan for the coming year;
- Perform a stakeholder analysis for the component and identify their needs – incorporate into the business planning process
- Develop/review internal work processes (Standard Operation Plans).
- Provide inputs on the development/review of Business plans with clear roles and responsibilities assigned with the resources requirements identified
- Provide effective communication channels and systems between the department and stakeholders
- Administer vetting files and projects processes
- Quality control
- Monitoring of performance
KNOWLEDGE AND EXPERIENCE
- Minimum Information Security Standards (MISS)
- Integrated National Vetting Standards
- Minimum of five (05) years’ Vetting investigation experience
- Computer Literacy (MS Office)
EDUCATION AND QUALIFICATIONS
- Matric; and
- National Diploma (NQF 6) in Risk Management/Safety and Security Management/Social Science OR Degree (NQF 7) in Risk Management/Safety and Security Management/Social Science
- Short courses in Analysis, Conflict Management, Listening and interviewing skills will add an advantage
- A valid driver’s license
